How to verify Text to Speech works for BlueBook and other applications on a Chromebook
Step-by-Step

Open Chromebook

At Login screen, press CTRL+ALT+z. This will enable Chromevox. It should start to speak the text on the screen. If headphones are to be used, you can plug them prior to this step to ensure the volume is set correctly.

Click on the Date and Time in the lower right to show a menu. In the menu that opens up, look for the Accessibility settings.

Click Accessibility to open the settings. ChromeVox should be enabled. You also need to enable Select-To-Speak. See below

If you cannot enable both items, do not go any further.

If both are enabled, click the Apps icon in the lower left and select BlueBook

When Bluebook fully opens, there should be a gray box in the lower right with 3 icons in it. See below

The left icon is the one that controls Text to Speech. In the above graphic, it is Muted. If you click on it, Text to Speech should become enabled. You can test this by clicking on the Sign In dialog box and it should speak Sign In.

If there are only 2 icons in the gray box, Text to Speech will not work.
Note: You can change the Volume levels by using the Volume control buttons on the top row of the keyboard
